- A stable owner, implementation state, and environment.
- A versioned interface contract reviewed for security and authority.
- Examples that reproduce in the named environment.
- Complete errors, limits, idempotency, deprecation, data, and regional boundaries.
- Separate GLOBAL and CN release decisions and readback.
